On October 26, 2017, Campaign for Accountability, a government watchdog group focused on public accountability, called on the Virginia State Bar to investigate whether Office of Refugee Resettlement Director Edward Scott Lloyd violated the Virginia State Bar Rules of Professional Conduct. Mr. Lloyd deliberately violated the U.S. Constitution and other federal and state laws to prevent unaccompanied pregnant immigrant minors from obtaining abortions.

"New revelations about Ryan Zinke’s unethical conduct seem to break every day. Whether it’s jetting off on private planes, flying his personal flag over the interior Department’s headquarters, or speaking to foreign hockey players on behalf of a campaign donor, Sec. Zinke doesn’t seem to get out of bed in the morning without running afoul of ethical norms."

"In addition, a government watchdog group, Campaign for Accountability, has asked the inspector general with the Department of Health and Human Services, which oversees the refugee resettlement agency, to investigate whether Mr. Lloyd had broken federal law in his dealings with pregnant unaccompanied minors."

On October 20, 2017, Campaign for Accountability asked the Inspector General at the U.S. Department of Health and Human Services to investigate whether Office of Refugee Resettlement Director Scott Lloyd broke federal law by abusing his position and government resources to prevent unaccompanied pregnant immigrant minors from having legal abortions and to coerce some into continuing their pregnancies against their will.

On October 18, 2017, Campaign for Accountability filed a lawsuit in federal court in Washington DC against the Treasury Department to force the release of documents regarding Renaissance Technologies and its co-CEO, Robert Mercer.

On October 11, 2017, Campaign for Accountability called on the Office of Government Ethics to investigate whether Secretary Ryan Zinke violated ethics rules that prohibit federal employees from endorsing private entities. Secretary Zinke’s endorsement appears on the website of a fundraising firm he used for his congressional campaigns.
